There is also a legislative proposal being filed on “normalcy” which is really allowing caregivers to make decisions. I will send you the bill once its filed. It is supported by GAL, Florida Children’s First, Foster Parent Association, DCF and others. I just don’t think rulemaking will overcome the stautory language that they are to balance “normalcy” and “safety”. “Safety” always trumps “normalcy” when attorneys for providers are in the room because they equate it with “liablity”. Going to the beach becomes prohibited under the statute because of the “safety” issues.
